Article 1
Subject matter
With a view to ensuring the proper functioning of the internal market while aiming at an adequate level of security of electronic_identification means and trust_services this Regulation:
(a) | lays down the conditions under which Member States recognise electronic_identification means of natural and legal persons falling under a notified electronic_identification scheme of another Member State; |
(b) | lays down rules for trust_services, in particular for electronic transactions; and |
(c) | establishes a legal framework for electronic_signatures, electronic_seals, electronic_time_stamps, electronic_documents, electronic_registered_delivery_services and certificate services for website authentication. |
Article 45
Requirements for qualified certificates for website authentication
1. Qualified certificates for website authentication shall meet the requirements laid down in Annex IV.
2. The Commission may, by means of implementing acts, establish reference numbers of standards for qualified certificates for website authentication. Compliance with the requirements laid down in Annex IV shall be presumed where a qualified certificate for website authentication meets those standards. Those implementing acts shall be adopted in accordance with the examination procedure referred to in Article 48(2).

Article 46
Legal effects of electronic_documents
An electronic_document shall not be denied legal effect and admissibility as evidence in legal proceedings solely on the grounds that it is in electronic form.
